One seat is one person you've invited onto the account. Everyone signs in with their own login and sees the same repos, scans, and issues. If someone leaves, deactivate them and their seat opens back up for the next invite — their past scans and attribution stay intact.
Shared. The monthly scan allowance is one pool for the whole account, so a heavy week for one person doesn't need a plan change for everyone. Repos are shared the same way — connect a repo once and the whole team can scan it.
No — that's what roles are for. Members scan, read results, and track fixes. Admins also invite people and connect repos. Owners do all of that plus billing. Every Team plan includes all three roles.
